Payne & Frazier Consulting has been focused on bringing equity to Wisconsin through our strategic partnerships in the public and private sector.

Kimberly J. Payne

Partner

Kimberly has nearly 30 years of experience in the education, non-profit, and government sectors. Kimberly holds a B.A. in psychology from Drake University, a M.A. in education from Iowa State University, and has five years of continuous improvement training and a community engagement training certificate from the Harwood Institute for Public Innovation. She is currently pursuing her doctorate at Concordia University of Wisconsin in the Doctor of Education-Leadership, Innovation and Continuous Improvement program.

 

Kimberly is an expert trainer, project manager, facilitator, program developer, and community engagement strategist. She is committed to education, advocacy and staying involved in the local community. She serves the community through various speaking engagements, as an active member of Jesus Alive Ministries, and as a board member of IMPACT, Incorporated.

 

In addition to leading projects for Payne & Frazier, Kimberly is the owner of Payne Consulting, a Racine-based firm that specializes in community engagement, communications, and grant writing. 

 

In 2016 Kimberly received the YWCA of Southeastern Wisconsin’s Women of Distinction Award and she was inducted as a Distinguished Alumna of J.I. Case High School. P&F was recognized in 2018 by the Racine Heritage Committee in the Community Leader and Community Service awards categories.

Dr. Arletta Frazier

Partner

Arletta has over 30 years of experience in the education, non-profit and social service sectors. She holds a bachelor’s degree in criminal justice from Carthage College, a master’s degree in social work from Aurora University and a master’s degree in educational leadership from Carthage College. She completed her Doctor of Clinical Social Work at Aurora University.

 

In addition to leading projects at Payne & Frazier, Arletta is the Founder and Owner of Peace of Mind Group Home for foster and justice-involved youth. Arletta’s expertise runs the gamut from leadership skill building and program and curriculum development to community engagement and social work.

 

Arletta presented at national conferences such as the National Association for the Education of Young Children (NACEY) and the Governor’s Summit – State Call to Action on Child Abuse and Neglect. Arletta is committed to education, advocating for families, and advancing the conditions of the local community.
